Absentee Voting Information

Connecticut law allows you to receive an absentee ballot if, in your judgment, an absence from your town on Election Day prevents you from appearing at your polling place, or you are preventing from appearing at your assigned polling place on Election Day because of sickness or physical disability (not necessarily your sickness or disability), active service in the Military, religious tenets forbid secular activity on the day of the election, duties as an election official at a polling place other than your own during all of the hours of voting. To receive your absentee ballot please complete and sign an application and return it to your Town Clerk.

Can I vote absentee?

Connecticut has strict laws regarding who can vote absentee.

  • Are you an active member of the armed forces of the United States?
  • Will you be out of town on Election Day?
  • Does sickness prevent you from voting in person on Election Day?
  • Do your religious beliefs prevent you from performing secular activities like voting on Election Day?
  • Will you be performing duties as an election official at a polling place other than your own on Election Day?
  • Does a physical disability prevent you from voting in person on election day?

If you answered yes to any of the above questions, you are eligible to vote absentee.

Absentee Ballot Eligibility Updates

Who can download an application for absentee ballot?

An application for absentee ballot may be downloaded by an individual for:

  • The individual’s own use
  • The use of a member of the individual’s immediate family
  • The use of a designee of the applicant

OR:  Request an Absentee Ballot Online

NOTE: Any person who will distribute five (5) or more absentee ballot applications to persons other than the individual’s immediate family must register with and obtain forms from the Town Clerk of the municipality where such forms will be distributed before distributing such forms. Any person who distributes absentee ballot applications shall maintain a list of the names and addresses of prospective absentee ballot applicants who receive such applications and shall file such list with the town clerk prior to the date of the primary, election or referendum for which the applications were so distributed. Any person who distributes absentee ballot applications and receives an executed application shall forthwith file the application with the town clerk.

How do I vote absentee?

What happens after I send in my application?

    • Your Town Clerk will process your application.
    • The process and procedures for those who need accommodations for print disabilities are as follows:
      • The absentee ballot application has been updated to make it accessible by screen readers and includes a check box to indicate that the voter requires a ballot emailed to them because of a print disability.
      • Once the town clerk receives this application with the specified box checked off, they will send out a ballot packet – containing the outer envelope and inner envelope – WITHOUT a paper ballot, directly to the voter.
      • The town clerk will notify the Office of the Secretary of the State that the voter needs an accessible ballot and will provide the voter’s email address.
      • The Office of the Secretary of the State will email an accessible ballot directly to the voter.
      • The voter will be able to read and fill out the ballot using their screen reader, print it out, and return it in the ballot packet that was sent to by the town clerk.
      • The voter MUST sign the inner envelope, and local election officials have been instructed to approve the inner envelopes that are signed, even if the signature is not in the correct spot.
      • Those ballots will be hand counted, as they will be printed on normal paper with normal ink and cannot be fed into the tabulator.
    • An absentee ballot will be mailed to you beginning:
      • 31 days before a general election
      • 21 days before a primary
      • 19 days before a referendum
      • Or if your application is received after the above dates, your ballot will be mailed to you as soon as your application is processed.
    • Complete the ballot, carefully following the instructions that are included and return it by mail or in person.
    • Only complete absentee ballots received before the close of polls on the day of the election will be counted.

Somers is fighting back against property fraud by offering PropertyCheckTM powered by Cott Systems.

David Marti, Town Clerk announced that Somers has implemented Cott Systems’ PropertyCheck in an invigorated effort to combat property and mortgage fraud. This 24/7 service allows residents to sign up on the Cott Systems’ RECORDhub website (https://recordhub.cottsystems.com) to receive notifications when official documents are recorded on their property.  Residents can activate alerts based on their name.  This is a free service to the citizens of Somers.

WHAT IS PROPERTY FRAUD? Property fraud can occur if someone forges your identity, transfers your property into their name, and records the document. This fraudulent activity can make it appear as if that person owns your home or property – and you may not have any idea that this happened! It is, unfortunately, becoming more prevalent today as cyber criminals exploit every avenue they can to cause harm and steal from everyday citizens.

Cott System’s PropertyCheck works seamlessly in the background of the Somers records management RECORDhub software, automatically alerting on an enrolled record if a document with matching name or address is recorded. Property owners need to opt-in by creating a RECORDhub account, create alerts for their name and choose the preference of alerts – email or text message.  “It’s also a good idea to set up multiple alerts based on first, middle and last name variations and your spouse’s name, to be sure that an alert will be triggered in case a recording happens with some kind of slight variation,” says Paul Fetters, the product Implementation Specialist at Cott Systems

Somers has partnered with Cott Systems to offer this no-cost solution, adding an additional layer of protection to records data and allowing residents to feel safer in their homes.  Marti explains, “Somers is proud to now offer this service and I encourage all residents to sign up.”

June is Dog Licensing Month- NEW in 2024 Online processing available

All dogs over six months must be licensed in the State of Connecticut. Dog licenses must be renewed by June 30 of each year. A $1 late penalty per month is charged for each month after that date that the license is not renewed. All dogs must have a current rabies vaccination.

The Town Clerk is pleased to offer a new online option to apply for dog licenses through RECORDhub. Once registered, applicants may click on the links listed below to submit requests and purchase licenses online. Please note that a $2 handling fee plus 3% credit card processing fee will be added to the cost of each license.

Steps to use the online service:
1. Click the link below that matches the type of license you wish to purchase. Note: New license registrations will only be accepted for dogs aged 6 months or older.
2. Login to RECORDhub. (If you do not currently have a RECORDhub login, you can register by clicking the Sign up button)
3. Complete the Form
a. Make certain to upload the Current Rabies Vaccination Certificate.
b. If applying for a new Neutered Male or Spayed Female license, you must also upload a Spay/Neuter Certificate.  This is required initially, not on renewals.
4. Submit form.
a. If applying for one license only, submit payment and print receipt.
b. If applying for more than one license:
i. If applying for more than one license of the same type, choose the Add to Cart and then Continue Shopping Options. The same license type of license will appear for completion.
ii. If applying for more than one license of a different type, choose the Add to Cart and then Continue Shopping Options. Then, select the next type of license desired from the links below.
iii. When the last license request is submitted, choose the Add to Cart and then Proceed to Cart options.
iv. Follow the prompts to submit payment and print receipt.
5. An email will be sent to when the license request has been submitted.
6. An additional email will be delivered when the request is processed.
7. All approved licenses will be mailed to the address submitted within 10 business days.

The Somers Water Pollution Control Authority will hold a public hearing at the Somers Town Hall on June 4, 2024 at 7:00 P.M.
After hearing public comments on the proposed 2024-25 sewer user rates for the Somersville Sewage Treatment Facility and for the Maple Ridge Community/On-Site systems, the following rates were established:
Somersville Sewage Treatment Facility $490.00 per EDU
Maple Ridge Comm./O.S. System $280.00 per EDU
Said budgets are on file in the office of the Somers Town Clerk.
The 2024-25 Sewer User Bills will become due and payable on October 1, 2024.
